Developed by DSTA and the Home Team Academy of the Ministry of Home Affairs, the Home Team Simulation System provides a realistic and immersive simulation capability for commanders and responders from the Home Team Departments such as the Singapore Police Force and the Singapore Civil Defence Force to jointly train in incident and crisis management.
To improve training realism and cost-effectiveness, the DSTA team sourced and adapted 3D terrain and map data from several government agencies to create the virtual environments for the system. These virtual environments, coupled with injects such as the behaviour of virtual avatars, social media and radio communications, would test participants’ responses and train commanders to make decisions under realistic conditions. The scenarios evolve in real time based on the commanders’ decisions. Training scenarios can also be added to involve other agencies in civil emergency and counter-terrorism training.
With the simulation system, large-scale exercises can be conducted more cost-effectively. The challenges that the emergency responders face during these exercises will enable Home Team commanders to identify areas to address and refine their responses to actual incidents and emergencies.
