The Defence Science and Technology Agency or DSTA is the central procurement agency for the Ministry of Defence (MINDEF), and the Singapore Armed Forces (SAF).
Generally, MINDEF and the SAF define their needs and seek approval for their procurement requirements from the relevant authority. DSTA is responsible for the procurement process which includes sourcing, bid solicitation, evaluation, obtaining approval of purchase and contracting. DSTA is also responsible for contracting for disposal and sales of retired stores and equipment.

REGISTRATION AS A GEBIZ TRADING PARTNER
All public sector invitations for quotations and tenders are posted in GeBIZ , the one-stop Government electronic business portal. To do business with MINDEF and DSTA, a supplier should register as a GeBIZ Trading Partner (GTP). All suppliers are entitled to one free user account while additional accounts can be purchased if necessary.

REGISTRATION AS A GOVERNMENT SUPPLIER
Suppliers who wish to bid in tenders for the supply of goods and/or services, disposal and sales of retired stores and equipment to the government are advised to register as a Government Supplier with the Ministry of Finance. This may be a mandatory requirement in certain tenders, which would be specified accordingly in the tender notice and tender documents.

REGISTRATION WITH THE BUILDING AND CONSTRUCTION AUTHORITY
Companies that wish to participate in construction or construction-related government tenders must be registered with the Building and Construction Authority (BCA), unless otherwise specified in the tender.
