Celebrating Continuous Learning in the Public Service

Held on 10 July 2024, the PST Award Ceremony was yet another celebratory milestone for DSTA. Three DSTA staff received the Exemplary SkillsFuture @ Public Service Award at the 2024 Public Sector Transformation (PST) Awards Ceremony for their spirit of continuous learning and commitment to upgrading their skills and the skills of others.

The PST Awards are a pinnacle platform for Singapore Government agencies to reward and recognise exceptional public officers and agencies for excellence in their work and organisational practices.

Principal UX Architect (Digital Hub) Goh Jun Rui was awarded the ESFA at the PST Awards Ceremony on 10 July.

Principal UX Architect (Digital Hub) Goh Jun Rui started his DSTA career as a mechanical engineer in the Building & Infrastructure Programme Centre. Driven to find better ways to innovate and solve operational problems, Jun Rui applied for a scholarship to take up a Master’s degree on Innovation by Design. Now a UX Chapter lead with a team of nine UX practitioners, Jun Rui's expertise in UX design, Design Innovation and Experience Design has led to significant improvements in employee experiences at DSTA. His dedication to teach and foster diverse talents bolsters the individual strengths of his team members, reinforcing his role as a leader and educator in his field.

“For me, this recognition reaffirms that growth is not just a personal endeavour but also a professional responsibility. Continuous learning is crucial because it keeps us relevant and effective in our roles. It allows us to stay ahead of trends, innovate with confidence, and deliver impactful solutions to challenges. Receiving this award has inspired me to continue championing a culture of growth and innovation within my team and beyond,” Jun Rui said.

Principal Engineer (Naval Systems) Chew Yihang was awarded the ESFA at the PST Awards Ceremony on 10 July.

Having contributed to the successful delivery of several naval defence systems, Principal Engineer (Naval Systems) Chew Yihang deepened his skills in artificial intelligence (AI) with a Master’s degree, driven by his spirit of continuous learning. He now applies his new skills to develop innovative solutions in underwater sound classification and ship defence system optimisation. Yihang also mentors many young engineers and interns, and is an advisor to various project teams on the implementation approach for novel AI products.

Yihang shared, “Using my skillsets to mentor young engineers and contribute to various projects to ensure robust technical implementations has allowed me to provide an outsized impact compared to implementing technical solutions on my own. The discussions with both contractors and various project teams have also helped me to remain updated in various technology fields.”

Development Programme Manager (Information) Jacob Liao started his career with DSTA as a corporate planner, but transited to a software engineering role after completing his Master’s programme in Knowledge Engineering. Today, Jacob leads the development of software capabilities to detect and respond to online misinformation and hostile influence campaigns. With his continuous pursuit for learning, Jacob is rapidly becoming an expert in his domain and has imparted much to his colleagues and team in the form of active sharing and support.

Jacob, speaking about how continuous learning has played a part in his success, said, “My curiosity drove me to constantly tinker with new concepts and tackle increasingly complex problems. As I progressed, I expanded my knowledge not just in core AI concepts but also their practical applications in my domain of interest – strategic communications. Today, my passion for the subject continues to grow as I read avidly about AI’s transformative impact on businesses, work processes, and our daily lives.”
